Tow Launched Operations (Land and Water, including Winch Tows)
T1.The tow unit must at all times be driven or operated by a BHPA Licensed Operator.
T2.An Operator under training driving a tow unit...." SIC!
An "Operator under training" by definition is NOT as "BHPA Licensed Operator", therefore, according to T1, cannot operate!
